Municipal Development Plan 2024–2027 Approved in Puerto Vallarta with Actions in Favor of Sexual and Gender Diversity
This is the first time in the history of Puerto Vallarta that specific actions for the LGBTQ+ population are included in a municipal plan.
Puerto Vallarta, Jalisco | August 4, 2025 — The Puerto Vallarta City Council approved in its regular session the Municipal Development and Governance Plan 2024–2027, the main guiding instrument for public policies for the current municipal administration.
For the first time, this document explicitly includes actions aimed at guaranteeing the rights of people of sexual and gender diversity, as well as preventing discrimination based on sexual orientation, gender identity, and expression.
The plan was presented by Mayor Luis Ernesto Munguía González and approved with 15 votes in favor. The mayor noted that the document was developed through a broad citizen consultation process, including neighborhood round tables, specialized forums, and public surveys, which allowed for the integration of diverse social demands into six strategic axes of government action. “This plan reflects the aspirations, needs, and desires expressed by citizens,” Munguía stated during the session.
One of the organizations participating in this process was the Vallarta Diversity Network, which formally presented a proposal to develop and implement an effective public policy on sexual and gender diversity. This proposal was integrated into axes 1 and 3, Smart Port and Equal Port, with actions in favor of equality, an intersectional approach, and the recognition of priority populations.
Among the highlighted lines of action are 1.6.1, which establishes the development of the Municipal Human Rights Program, including affirmative actions aimed at people of sexual diversity; and 3.1.7, which proposes promoting inclusion and coexistence measures to prevent discrimination based on sexual orientation, gender identity, and expression, through institutional initiatives and with support for activities from organized civil society.
The plan also provides an implementation strategy that includes a matrix of indicators, evaluation mechanisms, and links to the Sustainable Development Goals, aimed at strengthening the institutional capacities of the municipal government.
The Vallarta Diversity Network considered this inclusion to represent an important step toward consolidating public policies that recognize and protect the rights of LGBTIQ+ people at the local level. Furthermore, it reiterated its willingness to collaborate in the implementation, monitoring, and evaluation of the actions established in the Plan, and emphasized the importance of ensuring compliance with budget allocation and effective accountability mechanisms.
