Luggage
Your tax-free personal luggage includes the following:
Personal items, such as clothing, footwear, and toiletries and beauty products, as long as they are appropriate for the duration of the trip, including a bridal trousseau; baby items, such as a chair, portable crib, stroller, walker, among others, including their accessories.
Two cameras or video cameras; photographic equipment; three portable cell phone or other wireless network devices; one global positioning system (GPS); one electronic organizer; one portable computer (laptop, notebook, omnibook, or similar); one portable copier or printer; one burner and one portable projector, with their accessories.
Two personal sports equipment, four fishing rods, three gliders with or without sails and their accessories, trophies, or awards, as long as they can be commonly and normally transported by the passenger.
One portable device for recording or reproducing sound or mixed media; One or two digital image and sound recording or reproduction devices, and one portable DVD player; one set of portable speakers, and their accessories.
Five laser discs, 10 DVD discs, 30 compact discs, three software packages, and five storage devices for any electronic equipment.
Books, magazines, and printed documents.
Five toys, including collectibles, and one video game console, as well as five video games.
One blood pressure monitor and one glucose or mixed blood pressure monitor and their reagents, as well as personal medications (in the case of psychotropic substances, a medical prescription must be provided).
Suitcases, flasks, trunks, and suitcases, or any other item necessary for transporting luggage.
One binocular and one telescope.

In addition, you may import, duty-free, up to 3 pets or companion animals that you bring with you, such as cats, dogs, canaries, hamsters, guinea pigs, budgerigars, cockatiels, ferrets, parakeets, turtles, small wild birds (except birds of prey), as well as accessories required for their transportation and grooming, provided that you present the animal health certificate for their import, issued by SAGARPA (National Agency for Agricultural Development). In the case of wild animals, you must also present the Verification Record issued by PROFEPA, which verifies compliance with the non-tariff regulation or restriction to which they are subject.
Diplomatic Baggage
The baggage belonging to the following passengers, as well as that of their spouse, parents, and children living in the same household, is not subject to inspection by the customs authorities: ambassadors, plenipotentiary ministers, chargés d’affaires, counselors, secretaries, attachés of foreign diplomatic or special missions, consuls, vice consuls, foreign diplomatic agents, and officials of international organizations accredited to the Government of Mexico.
Exemption
You can now bring merchandise with a value of up to $500 tax-free, in addition to your personal baggage, if your entry is by air or sea, throughout the year; and if your entry is by land, only during the holiday season; the rest of the year, the exemption is $300.

$500 During the periods corresponding to the Paisano Program (Holy Week, summer and winter), only Mexican nationals from abroad who enter the country by land are eligible, with the exception of people residing in the border strip or region.

The exemption to which each family member is entitled can be accumulated if they travel together in the same means of transportation, except if you are a resident of the border strip or region.
You can prove the value of the goods covered by the exemption with invoices or sales receipts. If you do not have these, customs personnel can determine the value of the goods.
With your exemption, you cannot import:
Alcoholic beverages.
Manufactured tobacco.
Automotive fuel, except for that contained in your vehicle’s fuel tank.
Recommendations for entering with your pet
If you wish to travel to Mexico with your pet (dog or cat), you must contact the personnel of the Ministry of Agriculture, Livestock, Rural Development, Fisheries, and Food (SAGARPA), who will issue you a zoosanitary certificate.
Present a health certificate, the original and a simple copy (more than one pet may be included on the same certificate), issued by an official or private veterinarian; in the latter case, it must be issued on letterhead, with the number or copy of the professional license printed and a signature.
The health certificate must meet the following requirements:
Name and address of the exporter (the person who keeps the pet abroad and the address of the country of origin or origin) and importer (the person bringing the pet into Mexico and the destination address in Mexico).
State that the animal(s) have been vaccinated against rabies, and indicate the date of vaccination and its validity. Animals under three months of age are exempt from this requirement.
Specify that, during the pre-travel inspection, the animal(s) were found to be clinically healthy.
State that the animal(s) have undergone preventive treatment against internal and external parasites within the previous six months and are free of ectoparasites. (Not required for pets whose country of origin and provenance is the United States of America or Canada.)
Conditions for your pet’s entry:
Your pet must enter Mexico in a clean carrier, container, kennel, or other type of container, without bedding or similar materials, or implements or accessories. Otherwise, they will be removed by official personnel from the National Service for Agri-Food Health, Safety, and Quality (SENASICA) for destruction. Said carrier receives preventive spraying treatment by SAGARPA-SENASICA personnel.
Food
You may bring in dry food in bulk, corresponding to the daily ration and accompanied by the pet; or a 50-pound bag, the equivalent of 22.680 kilograms per family or its equivalent in kilograms. It may be presented in a single package or up to two as long as it does not exceed the permitted quantity. Otherwise, it must come from countries that have a combination of requirements in the Zoosanitary Requirements Consultation Module for Importation, packaged, labeled, and free of ruminant content.
If you are sending your pet with documentation:
It is important that you verify the requirements with the airline of your choice and consider the need to use the services of a customs broker located in Mexico for its clearance through customs, after complying with the non-tariff regulations of SAGARPA-SENASICA.
If you are transporting one to three pets,
The process for issuing the zoosanitary certificate for import is free.
In the case of other pet species, you must do the following:
If you wish to enter Mexico with any animal other than a dog or cat, such as canaries, ferrets, hamsters, guinea pigs, budgerigars, cockatiels, parakeets, turtles, or small wild birds (except raptors), you must comply with the requirements indicated in the Zoosanitary Import Requirements Consultation Module in order to obtain the zoosanitary certificate for import.
Compliance with the regulations established by SAGARPA-SENASICA does not exempt you from complying with regulations issued by other authorities at the point of entry into Mexico.
Therefore, upon passing through customs, do the following:
Present the customs personnel with the animal health certificate for the import of your pet or companion animal, issued by the Ministry of Agriculture, Livestock, Rural Development, Fisheries, and Food – National Service of Health, Safety, and Agri-Food Quality.
For wildlife animals, in addition to the animal health certificate for import, you must present the Verification Record issued by the Federal Attorney for Environmental Protection, which verifies compliance with the non-tariff regulations or restrictions to which they are subject.
Because this type of merchandise is prohibited or regulated, you may not bring in:
Narcotics.
Live predatory fish of any size.
Images of any kind that depict children in a degrading or ridiculous manner, in attitudes that incite violence or destruction.
Used clothing and footwear that are not part of your personal luggage.
Weapons and ammunition.
